The Department of social welfare was formed as per order no.GOP No. 223/75/LA and SWD dtd. 09-09-1975 for the implementation of social welfare and social defence programmes. Social Service programmes like Special Nutrition Programme, Women’s Welfare, Child Welfare, Welfare of the Disabled, Schemes for payment of grant in aid to orphanages and other charitable homes for the care of destitute children, administration of social welfare institutions and probation services were clubbed to form the new Department. Subsequently Integrated Child Development Service Schemes, Juvenile Justice Administration, Women Empowerment Programme, Balika Samridhi Yojana, IWEP, KSY, PMGY, Adoption, Street children programme and Victim rehabilitation programmes were introduced and implemented by this Department. Now the Department has been developed one of the major department in human resource and service delivery having grass root level institutions like Anganwadis for each 1000 population and about 48830 field staff (Anganwadi Workers and Helpers) and 3524 permanent staff. Ten lakhs children and women are our direct beneficiaries under supplementary nutrition and five lakhs children have been registered for pre-school. All BPL family, old aged, destitute, disabled and women and children in distress are the direct/ indirect beneficiaries of this department.

The concept of a welfare state pre-supposes careful planning and effective implementation of welfare services for the weaker sections of the community. The Social Welfare Services are intended to social security and social defence to vulnerable sections of the society. By providing such services, these poor sections who otherwise would be worst sufferers and the most neglected will be enabled to rise to a minimum standard in society. Social Welfare Department is the nodal department in implementing various schemes of Govt. of India comes under the Ministry of Women and Child Development, Social Justice and Empowerment.. NGO Schemes for welfare of disabled, destitute, women and children are also administered by the Social Welfare Department and it is the Department having a good NGO net work.
